欧盟与拉美加勒比共同体(CELAC)达成了21世界战略合作伙伴关系。
1999年，在巴西里约热内卢召开了首个双边区域峰会，建立了战略合作伙伴关系。
拉美加勒比共同体(CELAC)成立于2010年，包括拉丁美洲和加勒比地区33个国家。
这些国家由于强有力的历史、文化和经济纽带而形成天然合作关系。
CELAC的目标：发展中小企业、获得国际化竞争力、发展职业培训、加大研发投资力度……
没有任何其他国家或国家团体能够与南方共同市场和欧盟进行如此开放和先进的谈判了。
南方共同市场与美国和欧盟之间的自由贸易区将极大地提高南方国家出口欧洲的比例，克达到将近40%。
而超过墨西哥成为最大出口市场的巴西，出口份额将提高26.4%。
尽管2012年阿根廷增加所有产品的进口壁垒，欧洲出口巴拉圭、乌拉圭、秘鲁、玻利维亚、厄瓜多尔和阿根廷的发展速度不断加快。
2000年墨西哥语欧盟达成自协定，2005年智利与欧盟达成自贸协定。
2013年，欧盟与哥伦比亚和欧盟与秘鲁也正式提出签订自由贸易协定，2014年，厄瓜多尔也迈出了与欧盟签订自贸协定的第一步。
自2013年以来，欧盟与中美洲也开始商谈自由贸易区的建立。
欧洲是拉丁美洲的第一大投资源头，也是拉丁美洲第二大贸易合作伙伴，仅次于美国。
拉丁美洲除了与西班牙一样使用同一种语言，更是欧洲在美洲的一种拓展大陆。
